Adding support for SNMP traps?

The Question is:

 
How do I generate an snmp trap for this older version of VMS?  Basically, I
just want to take a one-line text file and send it via snmp to a snmp
server.  Thanks-

The Answer is :

 
  Assuming the particular IP package and version installed does not support
  SNMP traps, you would have to create your own support -- this would likely
  involve reading various RFCs as a start.
 
  Alternatively, consider upgrading to OpenVMS and TCP/IP Services versions
