Log out on disconnect or hangup? (modem, LAT)

The Question is:

 
How do I disconnect users from the Server?
 
I have found that when some users disconnect without loging out, there
session remains active.  This causes problems with the licencing as we then
run out of licences.
 

The Answer is :

 
  Disconnection without seeing the process log out typically indicates
  that the connection mechanism (LAT, modem, serial line) is not set for
  "hangup on logout" or "modem", or that the application has an AST
  handler declared and has difficulty receiving and correctly processing
  the hangup AST.
