The Question is:

 
How can I login into the system when  I get the message
Attempted usage exceeds active license limits?
I even can4t login with the System user -id
 
 

The Answer is :

 
  It would appear that one or more users need to log out.
 
  Nothing is particularly special about the SYSTEM username with
  regard to licensing.  The OPA0: system console, on the other hand,
  is the documented "backdoor" for various system and authorization
  problems.  (This may or may not be a technical problem -- when
  insufficient license units are available, this is the expected
  behaviour.  A user needs to log out, or additional license units
  need be acquired and loaded.)
