MONITOR RECORD_FILE error?

The Question is:

 
OpenVMS V7.1-1H2
 
$ monitor/nodisplay/record system/all
 
control_Z
 
%MONITOR-E-ERRRECFIL, error processing /RECORD file
-PLI-F-UNDFILE, PL/I UNDEFINEDFILE condition on file 'RECORD_FILE'.
-PLI-I-FILENAME, File name: 'YSDEVICE:[MONITOR_FILES]MONITOR.DAT;8'.
-RMS-F-DEV, error in device name or inappropriate device type for operation
 
Apart from above error message MONITOR seems to work just fine.
 
Is this a bug ?
 
Is there a fix ?

The Answer is :

 
  This is a known bug in OpenVMS Alpha V7.1, V7.1-1H1, and V7.1-1H2.
  Please acquire the appropriate ALPMONT kit: ALPMONT02_071 or later.
