Adding a modem to OpenVMS?

The Question is:

 
What are the commands to configure a modem to answer on the TTA0 port of
an Alpha on OpenVMS.

The Answer is :

  Without specific details of the Alpha system, it is difficult to
  say whether or not the particular TTA0: port supports the modem
  control signals.  (Modems can be made to work without these signals,
