Implementing site-specific password checks?

The Question is:

 
Is there away of set system level checks for password. i.e Password has to
have two or more numbers set as its value, if possible not next to each
other.
 
'asdfghth' not valid
'asdfgh99' not valid
'asd9fgh9' valid
'a9s9d9f9' vaild

The Answer is :
