Advanced Server DCNOTFND error?

The Question is:

 
I've recently installed Pathworks V6.0B for Open VMS (Advanced Server) on a
Microvax 3100-90 running VMS V7.2.
 
It is configured it to be a BDC for a Windows NT Domain and it starts up ok.
 
However if I do a show user in administer i get the error %pwrk-e-dcnotfnd,
cannot find Primary Domain Controller for "Domain"
 
I also cannot get any clients to connect to the vms server.
