how do i get to the ARC menu to Run a Program from a CD?

The Answer is :

 
  OpenVMS uses the SRM console, not ARC or AlphaBIOS-- you have reached
  the wrong wizard for ARC console questions, in other words.
 
  For information on the ARC or AlphaBIOS consoles, please contact the
  Compaq Customer Support Center.  Typically getting to this console
  prompt involves little more than halting or powering-up the system to
  the console prompt, then using the "Run a Program" option on the ARC
