Creating OPERATOR.LOG?

The Question is:

 
2 node cluster - both alpha 2100's with 2 satellite vaxes.
 
VMS 7.1
 
When the alpha systems start they do not open an operator.log file. The
vaxes do.
 
i can manually open a new log file - but often forget!
 
How do i set opcom to start operator.log automatically at start-up?

The Answer is :

 
  Please check the current contents of the local SYLOGICALS.COM procedure,
  and the various system startup procedures for these logicals and for any
