Where and how do I get a NTP-Client on UCX to access a timeserver?

  Please see existng discussions of NTP clients here in Ask The Wizard,
  including the references to NTP client provided with TCP/IP Services
  and to the TCP/IP Services documentation at the OpenVMS website.
 
  Given the reported OpenVMS version of V7.1, you can use the version
