DECnet-Plus Carrier Check Failure?

I have two network cards on Alpha ES40, running OpenVMS 7.2-1
One network card is not used.
NCP show two known CIRCUITS
 
EWA-0     on
EWA-1     on
 
I try to set CIRCUIT EWA-1 status off and get ERROR

  When posting, please include the command used and the particular
  error message text it generated.  There are many potential causes
  for errors, and the message can help differentiate them.
 
  As for shutting down a circuit using DECnet-Plus, please see the
  discussion in Ask The Wizard (3475).
 
  Alternatively, you could provide a loopback or configure sufficient
  cabling to provide a viable LAN.
