Steps for upgrading TCP/IP? (UCX)

The Question is:

 
Hi,
I downloaded the update of UCX v 4.2 for Open VMS Alpha 6.2-1H3.
I would like to know the procedure to remove the preceding version and to
install this file (which corresponds to the new version):

to see below what is dija installed:

The Answer is :

 
  The referenced file is an ECO kit for TCP/IP Services, and not
  a TCP/IP Services installation kit.
 
  Please first acquire the TCP/IP kit from a distribution, and
