HALT (HLT INST) during OpenVMS VAX install?

The Question is:

 
I'm attempting to install VMS 7.2 on a VAXStation model 90.  When booting
from the CD-ROM, and the messages that the pagefile and sysdump can't be put
onto the system disk, I get the following stop error:
 
?06 HLT INST
   PC=00000001 PSL=041F0000
 
I assume something is amis?

  You assume correctly -- there is a problem here.
 
  Please contact the Compaq Customer Support Center -- information
  on the particular CD-ROM drive (RRD series strongly recommended),
  the particular system disk involved, the particular command(s)
  invoked, the particular media involved, and the particular system
