Questions on FTP area ECO kits?

The Question is:

 
The list of patches on your page
http://ftp1.service.digital.com/public/vms/axp/v7.2-1/ listed after the
folder "decwindows_motif/" in the middle of the page appear to be a repeat
of the list listed above this folder. The shortcut labels are a little diff
erent but the contents appear to be the same. Why? Should I install both?

  Please look particularly at the file extensions involved, you will
