How can I get TCP/IP functionality on my VMS5.5 system?

The Answer is :

 
  By acquiring and installing a TCP/IP package compatible with OpenVMS
  VAX V5.5 -- from Compaq, this is generally an older version of the
  TCP/IP Services (UCX) package.
 
  An upgrade to your OpenVMS version is recommended -- your current
