Per-process TDF (timezone)?

The Question is:

 
Is there a way to define the timezone differential per user or process?
e.g.
User A's sho time, application time, etc. is 4pm EST
and
User B's show time, application time etc. is
3pm CST?

  Yes, there is.

  There is presently no equivilent for non-C applications -- the OpenVMS
  system expects to operate the entire system (and entire OpenVMS Cluster)
