Creating Self-Extracting Images? (take II)

The Question is:

 
Dear Mr. Wizard.
 
I noticed that VMS patches are now being distributed on the Internet via FTP
in the form of Self Extracting ZIP executables. Once executed VMS install
savesets are automatically extracted. Where can I find the programs for both
VAX & AXP to generate these
 self extracting executables?
