RUNOFF Documentation Converters?

The Question is:

 
We would like to know what tools/options exist for converting numerious runoff files to some other document format such as rtf/word/pdf, etc.

The Answer is :

 
  PERL or similar could be used to convert the embeded RUNOFF tags
  to SDML, Frame, or similar -- the OpenVMS Wizard prefers to avoid
  WYSIWYG formats for all but the most trivial of documents.
 
  The OpenVMS Wizard is not aware of a particular converter for
  this purpose, beyond a straight text file importation.
