Help with network infrastructure?

The Question is:

 
Dear wizard,
     Maybe you havd answer a similar question before,but I do need your help.
     my net is WAN,the line is of satellite transmission or maritime,I must make a connection with remote system use TCP,in my process,there must estalish 16 connections most,
my software system needs strongly reliablity ,
will the threads be reliable enough than use
subprocess or other methods?my OS is Alpha,the remote OS is NT,so can you remind me what is the
important thing where use TCP/IP to connect.
