telnet connect failures?

The Question is:

 
here is my set up
  DIGITAL TCP/IP Services for OpenVMS Alpha Version V4.2 - ECO 1
  on a COMPAQ AlphaServer DS10 466 MHz running OpenVMS V7.1-2
 
 
 
we have hit a telnet session limit
and any time we get to this point we get

I have searched the qestions at this site and
implemented the sugessted changes ie
 
 
define /system TCPIP$TELNET_MAX_SES 500
 
and I have boosted all the account params
for all the ucx accounts in uaf ???
 
what other optins do I have ...
 
maybe autogen + feedback

The Answer is :

 
  Please upgrade to TCP/IP Services V5.0A, as a start.
 
  If the problem persists, please contact the Compaq Customer
  Support Center as additional information -- such as a port
