Resetting TDF and localtime?

The Question is:

 
How and where does the logical SYS$LOCALTIME get defined on an OpenVMS 7.2
 Alpha system?  This logical is set to the wrong time on our system and I can't
 figure out how it gets defined.  How can I change it?

  Use:
