Are there some CASE tool or CODE GENERATOR for COBOL for OPENVMS?

The Answer is :

 
    Compaq COBOL for OpenVMS Alpha and OpenVMS VAX are both integrated
    with the DECset tools.  There are details in Chapter 4 in the:

    VAX COBOL Generator was developed as a COBOL applications generator for
    several classes of applications.  That product currently lists OpenVMS
