FTP and the casing of filenames?

The Question is:

 
Is there any way to "globally" set the case-sesitivity (by a logical?)  for FTP?
 
We have an application that automatically FTP's files to a Unix system and the
 case-sensitivity is not consistent. Earlier the files are transferred in
 upper-case, now in lower-case.
 
As far as I know, no upgrade or re-configuration has taken place.

The Answer is :

 
  The OpenVMS Wizard is not aware of such a mechanism within
  the TCP/IP Services environment.
