Help with PROXYNOTACTIVE error?

The Question is:

 
I have just upgraded (clean install) to OpenVMS 7.2 I am trying to setup proxy
 logins in (UAF) and get message: UAF-E-NAFADDERR, Error adding proxy from
 <node::user> to <User>
SECSRV-E-PROXYNOTACTIVE, proxy processing not active.
 
What do I need to do to get it running?
