DCL Procedure To Add Users?

The Question is:

 
I would like to automate creating a new user on an Alpha OpenVMS system.  Some
 sort of form or menu drivin system would be fantastic?  Is there any tools
 that will automate or place a front-end on creating a new user?
 
Any help would be greatly appreciated..
