DSM (MUMPS) Command Error?

The Question is:

 
what would cause the follow errors?  This site, a Veterans Affairs Medical
 Center is running OpenVMS 7.1-2 & 4.2ECO3 of UCX.

The Answer is :

 
  The OpenVMS Wizard would encourage a call to the organization that
  is supporting DSM, as the OpenVMS Wizard is entirely unfamiliar with
  the meaning of the DSM command:
