Unspecified problem(s) with VAX serial ports?

The Question is:

 
We are having problems communicating through a couple of ports that extend from
 our VAX. There are 8 ports J2 thru J9. However, port J3 and port J9 aren't
 working or aren't setup properly. Is there something that needs to be
 configured before using them.
Right now we are getting no response what so ever. I'm new to using this Vax
 system so please bear with me.

  Expect to be asked details of the particular VAX system, as well
  as details of the particular serial line controller(s) in use, as
  well as details of the (unspecified) problems reported, as well
