What tools can I use to profile VMS code, similar to DCPI which is
available on Tru64.  Any post compile optimization tools or techniques
to use tru64 tools on VMS code?

The Answer is :

 
  DCPI is being ported to OpenVMS, and a beta version of the DCPI code
  is presently (as of July 2001) operating within OpenVMS Engineering.
 
  Other available options include the DECset PCA package, the Performance
