The Question is:

 
I want to use NTP and I do not have UCX$NTP.TEMPLATE file on my system. How do
 I initially set this up.

The Answer is :

 
  Please acquire and read the NTP documentation for TCP/IP Services.
  Current documentation is available at the OpenVMS documentation
