OpenVMS Distribution Media Kit?

The Question is:

 
I need to install OpenVMS on a Dec AlphaStation 400 which currently has no OS.
 Compaq has shipped media labeled AXPBINJUN011 which I am unable to boot.  Do I
 have the correct media, and if so, how do I boot from it?  I have tried
>>> boot -flags 0,0 dka400
which responds with
(boot dka400,4,0,6,0 -flags 0,0)
block 0 of dka400,4,0,6,0 is not a valid boot block
 

The Answer is :

 
  You do not appear to have the correct media -- you appear to have the
  consolidated software distribution kit for OpenVMS layered products and
  not the (required) OpenVMS software distribution media.
 
  The Software Product Description for OpenVMS lists the necessary part
  numbers for software kits:

  In the case of the current OpenVMS release, the media kit order number is:
