The Question is:

 
A modem connected to a com port hangs and we need to stop and restart the port
 What is the syntex for doing this?

  Without details on why the port is hanging and how the port is
  configured, no specific answer is available -- there are various
  discussions of correctly setting up a modem here in Ask The Wizard.
 
  If this is a case of flow control, you can try to clear it using
  SHARE privilege and the SET TERMINAL/XON command.  Alternatively,
  replace the modem with a terminal and try to use that to clear
