Programming for an Operator (OPCOM) Message?

The Question is:

 
I need to be able to write an error meesage so that it is recorded in the
 operator.log. There is an exe file OPCOM.EXE. Is this the file to use? How do
 I get my error message to come to screen and to be recorded in the operator.log?

  For information on programming on OpenVMS, please review the language
  documentation and the OpenVMS Programming Concepts Manual, and (in this
  particular case) the OpenVMS system services reference manual entry for
