Managing Print Queues? (f$getqui)

The Question is:

 
I am trying to create (please let me know if you know specifically of any
 freeware, software from Decus, code samples, etc ..  that can do this) a
 procedure that will restart stopped or stalled print queues.  I really could
 use some examples of how to use
 the $getqui and $sndjbc services, I'm not really sure how to make this work
 right now.
