Do you know of a CRON utility that has been ported to VMS (hopefully freeware)
 - I've looked all over and haven't seen one.

The Answer is :

 
  OpenVMS provides a batch system, with scheduling capabilities.
  The Kronos package is available on various OpenVMS Freeware kits.
