The Question is:

 
How can I get from DCL or from process A the default directory of another
 process B which was started with RUN/DETACHED?

The Answer is :

 
  There is no supported and documented means -- this information is
  maintained in process-private structures and there is no means to
  remotely query for it -- among non-cooperating processes.  (If the
  application is coded to be cooperative, you can then use any of the
  available interprocess communications mechanisms to ask it.)
