Defining Logical Names at Boot? MONITOR bug?

The Question is:

 
I have a client site that has a 3 node cluster.
A monitor/clu command was not recognizing all nodes. I performed the following
 commands on
those nodes:
DEFINE/SYSTEM/EXECUTIVE_MODE VPM$SERVER_LIVE TRUE
 
RUN/DETACH/PAGE_FILE=10000 SYS$SYSTEM:VPM.EXE
 
This resolved the issue and mon/clu worked
great, until the systems were booted.
How can I make this come up permanently and
stay after a system boot?

The Answer is :

 
  Usually SYSTARTUP_VMS.COM or SYLOGICALS.COM, though details of the
  particular error messages and related details would certainly have
  been of interest here.  (Please see the Ask The Wizard directions
  for an introduction to the details that can be very useful to the
  Wizard when examining your question.)
 
  You will want to ensure the current ECO kits for OpenVMS are installed.
