Troubleshooting IP print queue pauses?

The Question is:

 
We have several campuses, scattered over the county.  Almost every day, when we
 first arrive at our campus, we find many remote print queues paused, and the
 associated print jobs "Retained on Error".  We are running OpenVMS V7.2-1 on
 our two node Alpha cl
uster.
 
We have "assumed" that the error results from activity on the network,
 interrupting communication to the printer.  Are there other reasons that may
 apply to this error?   What can I, as the System Admin for the cluster, do to
 alleviate the problem?
 
 

The Answer is :

 
  Ensure you are using TCP/IP Services V5.1 with ECO, or later.
 
  Work with your network services organization to monitor for and
  then resolve any network faults.
 
  Monitor the power status of the remote printers and the remote
  network, and monitor reachability.

  The Wizard area, should you have problems and wish to remove or
  requeue entries.
 
  For assistance troubleshooting your network, please contact your
