1. What is meant by the term "Layered" in 'OpenVMS Layered Products'?

The Answer is :

 
  Compaq and third-party products are generally classified as being
  Layered Products (LPs) or System-Integrated Products (SIPs) -- either
  separately installed onto OpenVMS, or built directly into the operating
  system and shipped with OpenVMS (and potentially separately licensed,
  configured, and activated), respectvely.
 
  This particular distinction is arguably meaningless to all but the
