The Question is:

 
Given a file can I tell what records are locked by which user?

The Answer is :

 
  Install and configure AMDS or Availability Manager.
 
  There are other approaches -- such as using SDA -- but AMDS and
  Availability Manager will be useful for resolving this problem
  and for resolving various other problems.
