The Question is:

 
Does OpenVMS Alpha have a software versioning tool like Unix' RCS or PCVS?  I
 only want simple locking and versioning capability.

  Yes, there are a variety of such version-control packages, including
  Freeware ports of RCS and CVS, and Compaq supported tools such as the
  DECset CMS package.
