FTP Illegal Record (IRC) Error?

The Question is:

 
Is there anyway around this error?  I know that it is because the record format
 is Variable Length..  Also, what is really throwing me off is that it says
 'maximum 0 bytes, longest 0 bytes'.  This of course if not accurate.. or I
 wouldn't get the error.
Any advice you can give would be appreciated!

The Answer is :

 
  If the problem persists after having applied the current ECO
  and/or moved to the current release (V5.3, as of this writing),
  please contact the support center.  Expect to be asked details
  of the input file including an analysis, and details of the
  target server.  You may also be asked to apply the available
  mandatory ECO kits for OpenVMS, as well.
 
  The longest record length is effectively a hint, and the value
  is unforunately not necessarily accurate.  The CRTL has seen
  some changes in this area as previous values written by C were
  causing problems with tools, and applications writing files
  using C should apply the current C RTL ECO kit.  It is also
  potentially not involved here, as this initially appears
  specific to a block within the input file.
 
  Also please consider using the DCL command COPY/FTP.  It is
  far easier, and for many reasons.
