Secure IP Network Link? (FTP, Tunnel)

The Question is:

 
I am searching for a software product that provides a secure ftp for openvms.
 I know that multinet has a secure shell, but that will not comply with
 regulations.  I am trying to ftp information to and from a bank that has very
 strict rules.

  The stunnel tool and OpenSSH are (to be) shipped with OpenVMS V7.3-1,
  and various external (often firewall-based) options can provide VPN
  capabilities.
