The Question is: Both systems can see to the common system disk. Why can we boot only one system ? The secondary system hangs just after to have accessed the quorum disk The Answer is : Your VOTES and EXPECTED_VOTES and other quorum-related settings may be set incorrectly, or potentially your quorum-related values are set correctly and are (correctly) preventing two systems from bootstrapping from the same system root. You could have a configuration where hosts cannot connect to each other via LAN or CI or other supported cluster communications interconnect -- this is the actual underlying behaviour when two systems are correctly configured with VOTES and EXPECTED_VOTES and that (incorrectly) bootstrap from the same system root on the same system disk. Other variations of configuration problems do exist, of course, as do many and various potential hardware errors. You could also have incorrect settings for the allocation classes, if MSCP-based storage controllers and satellite bootstraps are in use.
