Configuring 3DLabs Oxygen VX1?

The Question is:

 
dwmotif will not startup at boot. The system is a new ES45 with a 3dlabs oxygen
 vx1 pci board. When booting the text screen show the following message: Screen
 devices and order: none
 
But i can manually run @sys$manager:decw$startup from the console and log out
 and dwmotif starts up. I have even put the smae command in the
 systartup_vms.com file be still no go. The system is running openvms 7.3-1
 What do i do now?

  Assuming that the OpenVMS system is not simply set to bootstrap minimally
  (or to boot conversationally), please contact the support center directly
  for assistance, as details of the particular system configuration and of
  the 3DLabs Oxygen VX1 graphics controller will be required.
