X Windows DECterm in network server process?

The Question is:

 
When trying to open a decterm through excursion, I never get a window. In the
 excursion logging all looks ok just like on another working system. The tcpip
 rexec log just shows the job terminated like a normal logout.
Why would this one system do this when all others work fine?
