FTP and accountability?

The Question is:

 
Is there any way to relate an FTP child process back to the BGnnnn device, and
 therefore a remote host/port.
 
My problem is that I am trying to migrate all FTP access to a server to one
 single account & have been mostly successful, but I find there is still one
 FTP child process running under a particular account which I would like to
 avoid.
 
TCPIP version is V5.0A - ECO 3 (if that makes any difference).
 

The Answer is :

 
  Use anonymous FTP access, as that is what the desired configuration
  effectively provides -- without a per-user access, there is little
  that can be done to identify the particular user(s) involved, and
  thus there are corresponding problems of accountability.
 
  There is no particular way to reliably track back to the originator.
