Default Protection (Access) Mask, Security?

The Question is:

 
We recently upgraded to a new Alpha server with OpenVms.  We are using NFS to
 read files through a windows PC.  Is there a way to make the default for all
 files placed in a directory to have the protection (g:rwed).  I am able to set
 all the current files
 to this protection, but would like it to be automatic unless otherwise
 specified.

  Please review the OpenVMS security documentation for the
