TCP/IP bad IOSB 556 device timeout?

The Question is:

 
TCPIP Services v5.1-154
 
Receive the following error messages
intermittently:
 
open_socket_ast invoked with bad IOSB 556 device timeout
 
These messages are being output by the TELNET service.
 
Any ideas?
