Batch Jobs Stuck in Starting State?

The Question is:

 
There is a job submitted in the sys$batch queue. The queue is running. The job
 status stays on starting. Have stopped and started the queue as well as the
 queue manager. Any suggestions ?

The Answer is :

 
  Apply the available ECOs, and -- if the problem persists -- please
  contact the support center.  This appears similar to known problems
  resolved via ECO, but -- without details -- that is not certain.
