SET LOGINS/INTERACTIVE and 64 Logins?

The Question is:

 
Interactive logins reverting to 64

The Answer is :

 
  In place of using the DCL command:
 
    $ SET LOGINS/INTERACTIVE=100
 
  in SYSTARTUP_VMS.COM or other startup procedure, or the
  use of the system parameter IJOBLIM, use the DCL symbol:
 
    $ STARTUP$INTERACTIVE_LOGINS == 100
